Council approved the 2016 Budget with a zero increase to the mill rate, which will remain the same as in 2015. The mill rate factors were lowered slightly to compensate for changes in the taxable property assessment provided by the Saskatchewan Assessment Management Agency (SAMA). Council approved the uniform mill rate of 15.35 and a separate Bylaw 09-16 to establish mill rate factors as follows:

Council directed Administration to enter into the following three agreements:
- An agreement with Kindersley Minor Ball regarding the maintenance and operation of the Town of Kindersley ball fields for the term of May to August 2016.
- A 3-year agreement with NRC Community Management Inc., commencing June 1, 2016 until May 31, 2019, for management of the Norman Ritchie Centre operations.
- An agreement with the Kindersley Alliance Church regarding the use and maintenance of the adjacent community soccer pitch.
Council directed the Acting Mayor and CAO to execute a letter of understanding with CUPE Local 2740 to create a Labour Management Committee designed to serve as the body to help address union management issues if they arise and to help foster the continuous harmonious relationship between the union and management.
The month of June was proclaimed as Recreation and Parks Month in recognition of the benefits and values that recreation, parks and leisure services provide, and in support of the Saskatchewan Parks and Recreation Association, which has made the same designation on an annual basis to create awareness and celebrate the benefits derived year-round from quality public and private recreation and parks resources at the local, regional, and provincial levels.
Council approved Bylaw 04-16, a bylaw to amend the Fire Prevention Bylaw 23-09. The amendment specifies cost recovery charges for 911 dispatched fire or emergency services outside the legal boundaries of the Town of Kindersley.
With elections scheduled for this October, Council adopted new remuneration rates. Remuneration for Councillors for the next term will be reduced to $750 per month. A new rate was set for the Deputy Mayor, which will be $1,000 per month, and the Mayor will receive remuneration of $2,500 per month, effective once the next Council is officially sworn in. As per the Council Policy Manual, Council sets the remuneration rates for the new term of Council.
