Council Meeting – April 11
Representatives of Heartland Regional Health Authority attended Council’s meeting to present an update on the Kindersley Primary Health Care Needs Assessment that began in 2014 and the current process of strategies that were outlined in the final reported completed last year. Residents Tammy Jackson and Elyse Moss addressed Council to present a petition of concerned residents opposing changes to Kinsmen Park, sparked by Council’s resolution to proceed with drafting an agreement with West Central Abilities.
Council rescinded its previous resolution (#83-16) regarding the drafting of a lease agreement with West Central Abilities (WCA) on the consensus that the resolution did not adequately reflect Council’s primary intent.
Council then motioned to bring to its April 25, 2016 meeting a new resolution that further reflects support for relocation of WCA within Kindersley and addresses other important issues and interests that have been expressed by the community and Administration.
Chief Administrative Officer Bernie Morton was appointed as the Returning Officer for the October 2016 Municipal Election.
Council approved revised Elks Hall rental rates, effective May 1, 2016, specifically to ensure that use of the kitchen is appropriately charged to offset the costs of maintenance and cleaning following bookings. The fees were developed in partnership with a representative of the Elks Club, which receives a portion of the kitchen rental revenue.
Administration was directed to engage the services of contractor Canadian Leak Detection for an amount not to exceed $7,500 to perform a pressure test on piping at the closed Aquatic Centre in order to determine the viability of further establishing a full cost report associated with rehabilitating the existing pool. The contractor will be authorized to begin work immediately.
Council motioned to participate in the 2016 Communities in Bloom program in the Evaluated Friends category, and directed Administration to re-engage volunteers in the forming of a new advisory committee to seek partners and sponsors and develop highly visible projects to rebuild interest and community engagement in the program.
The following organizations and projects were approved for 2016 Community Grants:
Kindersley Composite School – $392.75 for Talent Night Telemiracle
Canadian Mental Health Association (CMHA) – $750
Kindersley Chamber of Commerce – $750 for Goose Festival
Kindersley Family Resource Centre (SPOKES) – $750
Royal Canadian Legion Branch 57 – $750
West Central Abilities – $750 for public relations campaign
West Central Abilities – $750 for Lifelong Learning program
Two home-based business applications were approved – one for a Mental Health Support Service at the residence of 115 7th Avenue W on the condition that all appropriate licensing is obtained in addition to any required provincial certifications and regulations; and another for operation of a daycare Service at the residence of 144 Stewart Crescent on the condition that a maximum of eight children may be cared for at any time, including any that reside in the home, and that the owner of the daycare be responsible to obtain any provincial regulations for child care as per the Child Care Act of 2015.
In recognition of volunteers and in support of the efforts of Volunteer Canada and Investors Groups in their annual campaign, Council declared the week of April 10-16, 2016 as National Volunteer Week, and encouraged citizens to continue seeking opportunities to contribute, give back, and volunteer their time, energy, and resources for the betterment of the community.
Administration was directed to replace Schedule A of the Canadian Union of Public Employees (CUPE) agreement dated January 12, 2015 to December 3, 2017 with an amended Schedule A to come into effect April 11, 2016 in order to facilitate the hiring and retention of employees.
Council gave first reading to Bylaw 03-16, The Procedures Bylaw, which outlines meeting procedures and responsibilities in conducting meetings of Council, including Council committees.
Council adopted Bylaw 05-16, which requires the completion of criminal record checks with election nomination forms.
