A delegation of Motherwell Estates residents addressed Council to discuss concerns about proposed boundary alterations that would annex some land within the Rural Municipality (RM) of Kindersley into the corporate Town limits.
Saskatchewan Government Employees Union (SGEU) representative Bob Stadniuk presented information to Council about the Government of Saskatchewan’s plan to privatize a number of liquor stores around the province, including the Kindersley Liquor Store.
Council appointed the following five high school students to the 2016 Kindersley Youth Committee: Jillian McArthur, Jocelyn Cannon, Kathryn Sawatzky, Shayla Olafson, and Tessa Sautner.
Acting Mayor Shaun Henry and Chief Administrative Officer Bernie Morton were directed to sign an amended Rural Water Agreement which adjusts the rates charged to the RM of Kindersley for water consumption and makes them equal to the rates paid by Town of Kindersley residents. Council rescinded a previous resolution from September 14, 2015 in order to adopt the amended rates.
Council approved the transfer of $75,000 from the 2015 Capital Budget into a reserve for the purposes of completing the West Central Events Centre dehumidification project as part of the 2016 Capital Budget.
Council gave consent for the conversion of 416 3rd Avenue West into two condominium units. Pursuant to the Zoning Bylaw 04-14, the conversion does not permit a secondary suite as a discretionary accessory nor as future development.
Administration was directed to proceed with drafting a lease option of the Municipal Reserve land known as Kinsmen Park with West Central Abilities Inc. for the purpose of constructing and operating a new facility to serve persons with disabilities in Kindersley and region. The resolution called for a community meeting to be coordinated by West Central Abilities prior to execution of the lease in order to inform and engage the public in the project and its purpose. The lease will be for 40 years at $1 per year, as per the Provincial Dedicated Lands Regulations, 2009. Efforts will be made to identify another suitable location in the community for the Kinsmen Park outdoor arena, which will be displaced as a result of construction of the West Central Abilities facility.
Council resolved to provide a letter of support for Kindersley to host the 2018 RBC Cup and to direct Administration to work on an ice fee estimate for the tournament, up to $20,000 of which may be used by the bid committee toward its required $50,000 guarantee to hold the event.
