OTTAWA — Canada could sign a new North American free-trade deal even with stinging U.S. tariffs on Canadian goods still in force, Finance Minister Bill Morneau said Thursday, with just over a week to go before a key deadline for the agreement.
Morneau made the remark Thursday in a speech as he was talking about concerns he has been hearing from the business community about trade.
