At its June 27 Regular Meeting, Council gave first reading to a new Traffic Bylaw 12-16. A copy of the bylaw is available for viewing online (Traffic Bylaw 12-16.) Comments or questions about the bylaw can be directed to questions@kindersley.ca.
The new Traffic Bylaw is the result of several months of review by the Transportation Committee, which is comprised of Members of Council and Town of Kindersley staff. The committee identified some discrepancies with the previous bylaw, and structured the new bylaw to provide more clarity and ease of use.
New or Amended in Traffic Bylaw 12-16:
- Regulation of helmet use – (Section 63.1)
- Every person must wear a properly fitted and fasted CSA approved protective helmet when her or she:
- operates a bicycle;
- rides as a passenger on a bicycle as allowed by this Bylaw;
- rides on or is towed in anything that is attached to or towel by a bicycle as allowed by this Bylaw.
- Every person must wear a properly fitted and fasted CSA approved protective helmet when her or she:
- Maximum Length and Weight Restrictions – (Section 50)
- (50.1) Any vehicle, or vehicle with a trailer attached, including its load, shall not exceed a total length of 10.7 metres or a maximum gross weight exceeding 20,000 kilograms on a roadway at any time.
- (50.2) This section does not apply if the vehicle:
- is a recreational vehicle; or
- is travelling on a designated Heavy Vehicle Route
- is a commercial vehicle with the hazard warning lights on and in the process of loading or unloading goods.
- An Overweight and Oversize Permit has been created for vehicles exceeding the maximum restriction.
- Heavy Vehicle Routes (Schedule F)
- All main roads in the Kindersley Industrial Area are now marked as Heavy Vehicle Routes.
- The section of Ditson Drive between the Waste Water Reservoir Access Road and Railway Avenue is no longer permitted as a Heavy Vehicle Route.
- Reference to skateboards and rollerblades – Section VI
- A new section related to “skateboards, longboards, rollerblades, and other means of conveyance” has been added, with references to stunting (67.1), and damaging property (68.1)
- Alphabetized fee schedule
- New Road and Sidewalk Closure Permit
Other notable regulations in Traffic Bylaw 12-16:
- Retail and Residential Parking Limit – (Section 9.1)
- No person shall park any vehicle continuously longer than 72 hours in a residential zone.
- Retail business (C1) zone parking will be limited to 2 hours during the hours of 8:00 am – 8:00 pm.
- Definitition of Roadway
- Roadway is defined as a “road, parkway, driveway, square or place designated and intended for or used by the general public for the passage of vehicles.”
