State of emergency declared in Estevan, Sask.

130 millimetres of rain fell in 2½ hours

A state of emergency has been declared in Estevan after the southeastern Saskatchewan city received 130  millimetres of rain on Sunday.

According to the Estevan Police service, there was flash flooding in the community of 11,000 after that much rain fell over a period of 2½ hours.
